Feedback limitations
I purchased a 'new' item. It arrived but a) the packaging had been opened and b) a key component was missing.
I contacted the seller. He said he had mislaid the missing part and would send it to me. The part he sent was different than the missing part and it could not be used.
I asked for a partial refund so I could get the missing part elsewhere. The seller, who does not accept returns, suggested I request a return.
1) The seller misrepresented the original item - it was not new.
2) The seller failed to correct the issue, instead sending an incorrect, used component.
3) The seller did not agree to my request for a partial refund.
If I return the purchase, can I still leave feedback to warn the community of this sellers actions? What are my options? Suggestions?

If you receive an item that does not match the description, on eBay you have thirty days to file a "not as described" return and return the item at the seller's expense. The process is automated; if the seller does not cooperate at any point, ask eBay to step in after three business days to force a refund.
A seller's personal return policy applies to "remorse returns", not to "not as described" returns.
Once you have received your refund, leave appropriate feedback. Calm and factual is best. Do not make any references to eBay cases or outcomes. Keep it simple: "Seller said X, delivered Y." Let potential buyers draw their own conclusions.
