As a seller Do I still have the option to post negative or neutral feed back or is this no longer possible( what are the options when a buyer lies about the item or replaces it, or just keeps buying stuff just to get refunded ( I didn't like it!)

No, you cannot leave negative feedback for a buyer, or a negative comment.
You can report a buyer for misusing the MBG.
