Feedback is not symmetric. Buyers use feedback to determine which sellers are worth doing business with; sellers cannot choose which buyers they do business with because sellers do not initiate transactions.
Buyers cannot be given negative feedback, and leaving a positive rating with a negative comment is a policy violation subject to removal. That is not what feedback is for.
eBay stopped allowing negatives and neutrals for buyers because many poorly-performing sellers were using the threat of leaving negatives for their buyers to discourage well-deserved negatives, or by actually leaving a retaliatory negative and then pushing for mutual withdrawal. Such tactics made feedback less effective at highlighting poorly-performing sellers, which is primarily what eBay's feedback system is for, not for rating buyers.
Very true, there is no way around the fact that the eBay Feedback system is biased towards Buyers. Right around the time your account was opened, 2008, eBay stopped letting Sellers leave Neutral or Negative Feedback for Buyers. Pure Buying accounts have 100% Positive Feedback. In my opinion, the eBay Feedback system has morphed into something they never foresaw. Over time eBay has created Help pages for what was supposed to be a simple process and there are now SEVEN (7) eBay Help pages on Feedback, screen shot below. That's a bit much ... but any system that has to cover topics like extortion, abuse, disputes, manipulation, retaliation, etc. needs to be changed, at least in my view.
