One buyer left neutral feedback claiming very poor packing. I lost money on the shipping I charged him, trying to keep the cost down . It was a bulky item worth only 4 dollars. I don't think he is being fair. Can I get his feedback deleted

There is no way to get that neutral feedback removed.
When you ship older built up models, even ones listed as For Parts Only you have to take extra care when packing them because of their breakable parts and possibly dried out brittle glue. Even one missing as many parts as the one you sold.
Considering the price you originally asked for, it really wasn't worth listing in the first place. Trying to keep the shipping cost low by skimping on the packing, caused you to get the neutral and it is unlikely you can get the buyer to revise the feedback.
