Why is eBay hounding me to leave feedback for items that haven’t even arrived yet? And they are on time with the shipping schedule.

This has been brought to eBay's attention, but so far they don't seem to be interested in fixing it. It's annoying to many buyers.
If you'd like, you can turn off the reminders and just leave feedback as you wish using the prompts on your Purchase History page. You'll find the setting down near the bottom of this page:
