I would like to ask ebay to connect tracking data with their requests for feedback. It is hard to answer a request for feedback when the item hasn't arrived yet. How do I tell ebay about this? There is no apparent way to contact anyone to let them know. Very frustrating!

This has been a constant annoyance to many buyers and eBay is aware of it. So far, they have taken no steps to change it.
What you CAN do is turn off feedback reminders entirely and just rely on the ones you see on your Purchase History page. You can do that in your Communication preferences here (the setting is down near the bottom):
