FedEx shipment damage picture frame, but not the picture
I am the most frustrated ebay ever known to this platform. You cannot talk to a live person to try to get some guidance. An AI is an absolute waste. I shipped a package in a special damage proof box to accommodate a picture frame and the frame got cracked and the print is OK. The buyer to whom which I sold this Leroy Neiman $5500 print and buyer is pretty upset. I’ve spent hours with FedEx and got the runaround and they say I have to come back to you to place the claim so if you contact me like a normal person would in a business transaction I can give you all the details One frustrated Ebay and out of hundreds of dollars. PS on top of that Ebay charge me additional $315 to ship the oversize product. I had already paid over $100. Are you telling me $415 total to send a print of that size I could’ve bought a airline ticket.

You already received great advice from @jtzvwbug on filing an Fed Ex insurance claim, I wanted to add information about the surcharge that Fed Ex added, NOT eBay.

Only eBay customer service can file the dispute since they are the Fed Ex customer. I recommend contacting CS on social media to ask them to do this. Keep in mind that Fed Ex does sometimes add incorrect surcharges but there are CORRECT surcharges that you can read about on the Fed Ex website.
Personally if I have an item that is too large or heavy to ship via USPS then I use UPS and buy the label from PIrateship.com. Pirateship helps with insurance claims and surcharge disputes. UPS does have a list of valid surcharges on their website too. UPS does not add surcharges as often as Fed Ex does.

That is just awful. I'm going to post information about FedEx claims. Also, I'll include info about eBay on social media in case you want to try contacting eBay that way. Good luck.

Filing a FedEx claim
If something goes wrong with your delivery, you can file a claim with FedEx. For all services except Ground Economy, please visit FedEx to file and manage your claim.
If you used FedEx Ground Economy and your package is damaged or lost from the time it’s first scanned by FedEx until it's delivered to a USPS facility, FedEx Ground Economy is responsible for a maximum replacement value of up to $100 plus transportation costs.
Starting March, 2025, you can file Ground Economy claims directly with FedEx. To submit your claim, go to the FedEx website, and download and complete the ‘FedEx Ground Economy Claim Form’.
Once submitted, the claim resolution process takes approximately 4-6 weeks. FedEx will email you about the status of your claim. Approved claims are paid to you by check.

Do Not Post Your Account Information Publicly. Use the private messaging options. You'll need to provide your user ID, your name, your address, and the registered email address attached to your account. Also, be sure to give them plenty of details.
The eBay Agents usually respond in a day or two and may research the situation better than the "Request a call back" agent or a "chat session" agent.
