Hi, I need advice on what to do next.
I purchased an eBay order for 5 cases of protein shakes. The seller provided a FedEx tracking number, and eBay denied my item-not-received appeal because the tracking showed “delivered.”
However, the FedEx proof-of-delivery photo does not match my home. I contacted FedEx by phone and spoke with a representative, who told me the tracking number is not associated with my name or shipping address. FedEx said the tracking number is associated with an Amazon shipment to a different address, but they could not give more details due to privacy policy.
The seller keeps saying the order was delivered and has not refunded or reshipped. eBay customer service said they cannot reverse the appeal but advised me to report the seller.
What is the best next step when the tracking number used for an eBay order is confirmed by FedEx to not belong to the buyer’s name/address?

I'm sorry that happened. You have already done some of these steps:
1) First, call the shipper to see if the tracking number label contained your name and your address. (They won't tell you whose name is on the package, only that your name and address is not.)
b) If your name and address weren't on that label, ask Fedex if they will put this in writing; it's helpful, but not required. Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:
Ask for a letter that states the tracking number "The tracking number you were provided by the seller is not related to you nor the package you were expecting."

2) Then, report the seller using this process

then "Other"
Explain that the seller is using fake tracking numbers
Include these phrases
Seller uploaded tracking not associated with my transaction
Tracking details were not accurate
Seller used a false tracking number
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Finally, contact Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Share any documentation you gathered. Request a refund.
Use the Customer Service that is on Instagram this way:

Send a private direct message to the page. Explain you have a fake or false tracking number situation.
Let me know how this goes, I've been burned a few times myself (including on Amazon), but I have been able to get a refund following this process.

I had already submitted the suspicious seller activity report before I saw your exact suggested phrases, so my report did not say those phrases word-for-word. However, I did report the same issue: that the seller provided tracking that FedEx says is not associated with my order, name, or address.
In the report, I included the seller username, order number, case ID, item details, quantity, and that the seller keeps claiming the order was delivered even though FedEx told me the tracking number is not associated with my name or shipping address. I also stated that FedEx said the tracking appears to be associated with an Amazon shipment to a different address, but they could not provide more details due to privacy policy.
I also explained that the FedEx proof photo does not match my home, I did not receive the order, and the seller has not refunded or reshipped. I included that the seller repeatedly ignored the evidence and told me to check nearby places.
Since submitting the report, I was also able to locate the package weight/details from FedEx, and the weight does not match what 5 cases of 12-count protein shakes should weigh. I saved screenshots of the FedEx delivery photo, the tracking/weight details, my porch photos, the successful delivery comparison photo, seller messages, and eBay’s denial.
My current status is:
- eBay appeal was denied.
- FedEx verbally confirmed the tracking is not tied to my name/address.
- FedEx would not give written confirmation because I am not the recipient/shipper on that tracking record.
- Suspicious seller activity report has been submitted.
- Seller still has not refunded or reshipped.
Since my first report did not include the exact phrases “Seller uploaded tracking not associated with my transaction,” “Tracking details were not accurate,” and “Seller used a false tracking number,” should I now use those exact phrases when contacting eBay customer service/Instagram support?

See if Fedex will put it in writing, an email or something as advised in 2 above.
You an file another report if you wish.
Then contact eBay via the Instagram customer service. Provide all those details to them.
Let me know what happens.
