Faulty item
Seller not responding after 3 emails and pictures
would like part refund so I can buy the faulty part how do I get to speak to eBay as assistant online says no agents online

eBay can not force the seller to send you a partial refund. They can force him to accept a return for a defective item. He could choose to offer you a partial refund before accepting the return, but he does not have to offer.
Go to your purchase history - select return this item. Under reasons select does not match the description, and follow the prompts.
The seller has 3 business days to send you a return label or a refund, or offer a partial refund. If he doesn't, or says he can not send a label, go to your case and click 'ask us to step in'.
