False tracking on item
I ordered an expensive item. Seller entered a tracking number for the item into EBay. When the item under that tracking number arrived, it was just a note on a piece of paper from the seller. But now it looks as though the item I ordered actually arrived and the seller is jerking me around about a legit tracking number or when item will even arrive. Are sellers allowed to play with tracking numbers this way?

Mentor2 years ago@elec111. You need to file a Not As described refund request. Do Not file a not received refund request since tracking shows delivery.
Select the reason doesn't match pictures or description since you didn't order a piece of paper.
I am sorry that you had a bad seller. You are covered by the eBay Money Back Guarantee. This not only gets you a full refund but also goes on the sellers record.
You have 30 days from date of delivery to file an item not as described refund request on eBay.

4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your PayPal account to pay return shipping if they are in another country then ask eBay to step in and help:

If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.
