A seller listed Free shipping, and local pickup. She accepted my offer for an item, but refused to ship the item.

The seller has violated one of eBay’s policies> Seller doesn’t want to complete the sale
Unfortunately eBay can not force the seller to ship the item. The report will go on the sellers record.
You can ask the seller to cancel the sale OR wait and file a not received refund request when the item is one day late arriving. eBay can not force the seller to refund before the item is late arriving.
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late.

Do you have a link to the listing or an item number?
Is your purchase history showing your order, and does it indicate an estimated date of delivery?
