You will need documentation from UPS that the tracking number was not associated with your address. Include this document when you appeal your Item Not Received dispute. Ebay is aware of this scam and will refund you.
I am repeating what I have already told Ebay. First tracking number was not being sent to me. (I checked with UPS) Second tracking number was a Fed x number that was shipped from a few towns over even though the item was supposed to be in Maryland. That was shipped and signed for by a company complete with reception desk. My address is a house, no reception desk, and no one around to sign during the day. Seller only repeats original info from first emails. Neither tracking numbers were shipped from Maryland.
File an Item Not Received dispute. If refund is denied, you must include the carrier's documentation that the tracking number was not associated with your address when you appeal to get your refund.
