Fake sellers
Right now im NOT RECIEVING about 20% of what I order on ebay. Im getting messages from the sellers saying sorry the shipper has reported your item lost, please wait 5 weeks just minutes after the purchase BEFORE anything has even shipped. I have Items I want to buy and am not going to because NOTHING EVER SHIPS. Has Ebay given up and let scammers take over? Is this just the norm now?

How are you picking the sellers you choose to do business with?
In general, you can avoid a lot of headaches by choosing to purchase only from established sellers that have recent and past positive feedback as a seller for selling items in the same category that you intend to buy. If someone is selling a dozen apple watches, but has no feedback, or only has feedback as a buyer, or only has feedback for selling dress patterns or fishing lures (actual examples I have seen), perhaps wait until they have a track record of positive feedback for selling electronics before you buy from them.
You might miss out on a good deal from a new seller once in a while, and nothing can guarantee that you won't still run into an issue anyway, but you can avoid a lot of potential problems by choosing to do business with established sellers. Anyone can put together a listing that looks nice -- it is not hard at all to simply copy an existing listing -- but it is much harder to create a history of consistent sales and positive feedback.
For more experienced sellers, you can learn a lot about the sort of seller you are dealing with by checking the seller's feedback page to see where the seller is registered and to notice if the seller has any negative feedback. If you see negatives indicated in the table of recent feedback, you can choose to exclusively see each type of comment by clicking on the numbers shown in the table. Reading negative or neutral comments can often tell you if a seller has a pattern of problems with items not matching the descriptions, canceled orders, late deliveries or item location misrepresentation. Avoid sellers that have changed behavior drastically lately, as well as those suddenly offering deals that are too good to be true.
If a seller has a pattern of too many serious negatives -- or just not enough positive history -- it is often better to find another seller with a better track record to do business with.

Please open an "Item Not Received Case" on those sellers
You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund (choose refund)
-- You have 30 days from the estimated delivery date to open a case
You can check the status of your case here:
https://www.ebay.com/help/ip?topicId=4667
The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund. If the seller doesn't respond after 72 hours, ask eBay to Step In. You must do this before 21 days after the case was opened.
eBay tracks the number of "Item Not Received Cases" and the seller will be downgraded or removed after enough cases are filed.
I'm sorry that is happening.
