Fake coins
I bought several coins from China / Hong Kong. All turned out to be fake. I didn't send them back after finding out postage was very high. I tried to re-sell the coins and listed them as likely copies / fake. I was notified that I couldn't do that due to e-bay policy. So, e-bay allowed them to be sold to me as real but won't allow me to tell the truth and sell them as fake. Do I have any recourse or am I just out the money?

You can use the Report Seller link here as one step: Report an issue with a seller | eBay
You can also report that Seller's listings using the question mark link int he lower right hand of the page, eBay takes those reports seriously and if they get enough of them the can and do take action.
eBay does not see any item that any Seller lists on their venue, it would be impossible to do that. eBay could do a better job of vetting sellers in certain categories but it would require a lot of work on their part.
You are correct that Sellers cannot sell fakes or counterfeits: Counterfeit policy | eBay
