Fake charges
I had some stuff for sale. I was out of town. The snowstorm made it impossible to get to the item to mail it to the buyer. I let them know I couldn’t deliver. I NEVER received any payment!!!!! EBAY took $55 from my checking account today to refund the buyer!,, I NEVER RECEIVED ANY MONEY AND THEY TOOK MONEY FROM MY BANK ACCOUNT WITHOUT MY PERMISSION!,,,, very disappointed and frustrated
they refused to give my money back

If a Buyer paid you and did not receive their item by the estimated delivery date then they filed a claim that they did not receive their item. Since you did not ship and had not tracking number when the claim ended the Buyer asked eBay to step in and force the refund. If your funds are on hold you will eventually get the money back that was required to refund the Buyer for their purchase.
While it may seem like eBay is taking money from you if you really follow the details of what happened they did not do what you thought.
On this page over on the right is the Recent activity file. You will see the purchase the Buyer made and then I suspect the subsequent refund. Seller Hub | Your financial summary | eBay

You will get the buyers payment released to you, you just have to float the refund so you will come out whole again. I use a credit card for selling costs so that the money doesn't come out of my checking account.
This is how refunds work>>
Refunds, even for order cancellations, come out of your available funds not pending or held. If you do not have available funds then eBay charges your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here: https://ppcapp.ebay.com/myppc/wallet/list Select Manage under the method you want to use then select Preferred for selling costs. I use a credit card.
Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.
