Failed transaction
A would-be buyer and myself have called off a transaction. We have each told eBay we have done so. But it continues to insist that I owe a refund for money I never received. (I believe it has also retained his payment.)
We've tried to solve this over the customer help channels, a number of times. Often the people tell us there's no problem. But the network keeps on insisting there is.
If it keeps this up I could be frozen out of eBay, for no fault of my own. How do I escalate this to a corporate person at headquarters who has authority to solve it? At this point, after many hours of trouble, a phone number is required.

If the buyer paid, and the payment is held in your payment account, you must fund the refund to the buyer. Then eBay will release the payment and reverse the fees. No one likes it, but this is how refunds work for all of us.

OP2 years agoI do not have the payment. I never had it. I have told eBay to refund it, clearing my account. It has not done so. Thus I seek contact with eBay people who can help.
