Extortion Promoted By Ebay
The thread was CLOSED, zero response or solution--in other words, "TOUGH, YOUR MONEY IS STOLEN AND NO ONE CARES".
I don't appreciate the original thread just being closed without reply--but I discovered I can "open a case and request refund". So I will do that.
Perhaps I can get my money back.

OP4 months agoHow about that? Ebay issued a refund. I'm sure the seller will be upset, but eventually he'll get the item back, and my promise to "split the shipping he's spent" stands, if he tells me how much I'll send him half.
It's not the seller's fault, it's not my fault, I don't think asking "how-much-tariff" in advance would have exposed such outrageous charges. $38.50 tariffs/brokers-fees on a $9 item? Pretty much no one in the world would pay that, and no one expected it. Nor did we expect UPS to refuse the "fees-waive-request", flat ignoring them. I guess I'll try to avoid buying Canadian items until the world settles down and tariffs are removed.
I posted here because I thought the case was closed and I could no longer action this; $24 is not the end of the world, but I received a refund, I was wrong, and I apologize.
I'll contact the seller and restate my offer to pay half of his expenses; I think that's the best I can do.
Take care everyone, be safe!

The listing shows a choice of Canada Post and eBay international. I am guessing you selected Canada Post but the seller shipped UPS? If there is the case it would be the sellers fault as UPS charges the duties at delivery. Canada Post if you selected that is what the seller should have shipped and they would charge the seller at the time of shipping.
