The Express Payout fee is for a payout that uses your debit card information to process the payout to your account faster than the standard ACH system. Usually you will need to set up your account using your bank's login details or with a routing and account number to add the bank manually, if you want regular payouts that will not be assessed that $2 fee.

On this page you can change settings: Seller Hub | Your financial summary | eBay
The "Fees" are charged when the Express payout is requested. You can't opt out of Fees.
