I would attempt to sell only through the Authenticity Guaranteed program. Read the jewelry section on this page:

Your jewelry, and the listing, must meet the above specifications to carry the Authenticity badge.
A buyer can get around the authenticity program and purchase directly. To prevent that, I would turn off PO Box shipping and APO shipping for those listings that you want to send through the authenticators. International shipping does not qualify for authentication, but since you are enrolled in eBay International Shipping (EIS), I would allow those sales to proceed, as the buyer can not send the item back to you for refund. However, EIS has a $2500 upper limit (due to more involved export paperwork). If an international buyer says they aren't seeing shipping, tell them sorry, you don't ship to their location.
