Excluded locations not working?
I checked off all foreign countries to exclude and when I look at my auction those countries are not excluded. What's going on?

I have read all the posts on this thread of yours. Before going ANY further go to the Shipping Preferences page on your Account Settings here: Shipping Preferences
The very first section at the top of that page (green arrow on the screen shot below) is where you either Enroll in eBay International shipping or Opt out as @comics-scifi-collectibles explained to you. It is okay that you do not understand. Just follow the suggestion to Opt OUT of eBay International shipping and then all the countries / regions you have EXCLUDED will truly be EXCLUDED.
eBay does it this way because some Sellers are NOT Opted IN to eBay international shipping but still ship internationally themselves. THAT is when the EXCLUDED locations come in to play, sellers can EXCLUDE some countries but not others. eBay's International shipping OVERRIDES EXCLUDED LOCATIONS.

OP8 months agoThank you. I will do that.
This guy who says he is in Singapore is driving me crazy! The Order Details says the address is in Illinois and he filled a Didn't Receive order when it was clearly delivered to Illinois address! He says he is not in Illinois even after I sent him the Order Details!

OP8 months agoIn my Account under Selling I do not see "Shipping Preferences".

Mentor8 months agoDid you see my reply to not stress about this buyer. Tell the buyer that you shipped with the ebay international shipping program.
eBay will refund the buyer out of their pocket and you keep the $ for the sale.

OP8 months agoOh, thank you! I'm using my phone and could not see the right hand side for Shipping Preferences. So now I Opted Out.
My experience with refunds is not good. Ebay doesn't refund the full amount for some reason.
Once I Opt Out on Shipping Preferences do I still have to use Excluded Locations for all my Auctions? Or is International Shipping automatically Opted Out?
Foreign buyers are sometimes greedy and lie so I'd rather not deal with them.

-If you OPT OUT of EIS (eBay International Shipping) and have the Excluded locations set up (as you do) AND DO NOT turn International shipping ON on any listings then the only way you will sell something to a foreign Buyer is if they use a US based forwarding company. eBay allows this, I have sold to foreign Buyers that way. However, YOU as the Seller are ONLY responsible to the US address. The Buyer then pays the forwarding company to ship the items to their country. This makes a return for the Buyer VERY challenging because you would only issue a return shipping label to the US address, NOT the Buyer's country.

OP8 months agoI'm confused. Yes, I don't want to direct ship outside of USA. So the Excluded Locations feature should do that for me? I looked at my auctions and the countries I excluded were not excluded.
I have another problem. I sent an item to a buyer with Illinois address and he said he never received it. He told me he's in Singapore! I sent him the order details and he said he has nothing to do with Illinois!

Mentor8 months ago@rjc7394 I know that how the eBay International Shipping Program works can be confusing.
I am going to first address your problem with the buyer>
"I have another problem. I sent an item to a buyer with Illinois address and he said he never received it. He told me he's in Singapore! I sent him the order details and he said he has nothing to do with Illinois!"
With the eBay International Shipping Program YOU ship to Illinois. eBay ships to Singapore. On rare occasions a package does get lost in the mail, as can happen with domestic shipments too.
The good news is that your job is DONE once tracking shows delivery to Illinois. Explain to the buyer that you shipped with the eBay International Shipping Program and eBay is handling the international portion of the shipment, that is why the package stopped off in Illinois.
Advise the buyer that they can file a Item Not Received refund request when it is one day past the last estimated delivery date stated in their purchase history. ( eBay will then refund the buyer out their pocket and you keep the original $ from the sale. This doesn't count against your metrics either)
I will address the shipping exclusion question in my next reply.
Let me know if you have any questions on to how to handle the Singapore buyer.

Mentor8 months ago@rjc7394 As long as you are not offering direct shipping, which you are not doing, you don't really need to worry about the shipping exclusions section.
You can block buyers in locations you do not ship to in account settings> https://www.ebay.com/bmgt/buyerrequirements
If a buyer that is in a location you do not ship to tries to buy they can't pay without a shipping cost.
Let me know if you need a screen shot of the steps and I will pop back after I get done cooking.

YOU are not shipping internationally, eBay is. You are enrolled in the eBay International Shipping Program which allows you to reach buyers around the world with ZERO risk to you. I wish that domestic shipments had this same great seller protection.
You just ship to the US forwarding center in Illinois or CA, the address will be on the label when you print it with a code that ties the sale to you and the buyer.
Once the item reaches the US forwarding location safely your job as a seller is done. If a buyer files a refund request for ANY reason the refund comes from eBay and you keep the sale. I wish that eBay had this awesome of seller protections for domestic sales!

OP8 months agoWhy can't I exclude countries? I don't want to ship outside US and don't want foreigners buying from me. What's the purpose of having Excluded Locations feature if it doesn't work?
comics-scifi-collectibles
Mentor8 months ago@rjc7394 Excluding countries only applies to direct shipping to buyers by you to other countries.
If you don't want to sell to other countries with ZERO risk to you, even less risk than domestic sales, then you can opt out of eBay International Shipping Program at the top of this page>

I just want to make sure that you understand that with the EIS program that you are still only shipping to US location and then your job as a seller is done.
