Excluded Locations
I have Brazil as an excluded location. However, someone from Brazil was able to bid on an item I recently posted.

That is possible if:
-the Buyer uses a US forwarding company to purchase in the US. eBay allows this. You as the Seller are only responsible to the US address for delivery or a possible return. The Buyer pays the forwarding company to ship the items to their country but if they want to return an item and you provide a shipping label it is for the US forwarding company's address, NOT the foreign country. How they get the item back to the forwarding company is their problem.
-It may also be possible that they have an address in an adjacent country that you ship to and they live near the boarder and can retrieve packages easily.

Unless you specifically block payments from users with primary shipping addresses in locations you do not ship to and also require a payment method specified in advance to bid, such users may still be able to bid on your items, I believe.
