exclude shipping locations
I have set up EXLUDE SHIPPING LOCATIONS. Is his option included in every listing automatically? It does not show up in the preview.

No, you have to first create a shipping policy and assign them to your listings. As the seller, you can set which Shipping Policy is suitable for your listings.
Here is the page to make a new one, it can easily be tacked onto any existing or new item listing:

Just create one. Save it and you will be able to assign them.
