Error with eBay setup and I cannot get ahold of anyone...

This is the error that I am experiencing that is preventing me from creating a subscription store. I have added a valid card that is confirmed and cannot get a hold of anyone to help. The Virtual Assistant is a loop of non-related information. I tried calling and there were no options to help. Can someone fix this technical issue in eBay?
