Error code 3013 when accepting offer

Question

Keep getting error code 3013 when trying to accept offer on item that I’m selling. I tried counter offering for a dollar less than offer to see if it would allow buyer to accept and they are receiving same issue. This error code has caused me to lose a sale of $400. What does this mean

That can come from a number of things:

YOU need to log back into eBay to send (cookie/token issues, could be on VPN or public wi-fi and getting blocked)
Buyer/Seller activity limits may have been exceeded (probably not this)

Restart your phone/computer and login again. Try again.

Try a different browser, try again.

I don't think it should be a payment issue because you're just trying to SEND the offer to the buyer, right?

Hopefully, it's an easy tech fix.
