Yes, in some circumstances. In the last 12 hours the seller can end the auction early to sell to the then high bidder at the then "current bid" price, OR without a winner if there has NEVER been a bid. The seller cannot end an auction that has ever had a bid without a winner in the last 12 hours (s/he can do so before then but there is a fee based on the amount of the highest bid cancelled).
OR you may have been misled by the time displays (which can show different timezones--often without saying WHICH timezone applies--on different pages).
If there are no bids, a seller can end an auction without penalty. If there are bids and a seller ends the auction early, there is a penalty.
When I really, really want something, I put an initial bid in, just so the auction is far less likely to be ended. Later, I may put a higher bid in, after I have thought about how badly I want the item.
You can message the seller to encourage them to list the item again. Don't try to take the transaction off eBay though.
