empty box of lead weights

I researched a seller on ebay who had a 99.3 score ,I again was sold a Fake Hard drive. The case is full of lead weights to make it feel like a hard drive. I made a report to Ebay along with pics of the weighted empty box and they responded with `The seller has not broken any guildlines> **bleep**? What do I do now? Its clear evidence of fraud and with Ebay being part of the crime to steal a few dollars from Me. I guess I could file a report to the FTC, sometimes they get peoples money back but...

@ricbri-1024 If you filed a not received refund request then it will be denied since tracking shows delivery.

You have 30 days from date of delivery to file an item not as described refund request on eBay.

4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your PayPal account to pay return shipping if they are in another country then ask eBay to step in and help:

If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.
