Go to your Purchase History and click on Order Details next to the item title to see if the latest estimated date of delivery has already passed.
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
Select “More actions” beside your item and then “I didn't receive it.”
Click the box beside I want a refund.
Select Send request.
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.
EBay doesn’t have a customer email. But, you don’t need to contact them anyway.
Has it been less than 30 days since the item was supposed to arrive? If so, find the item in your purchase history and from there you can open a case for item not received. If you don’t hear from the seller within 3 days, on day 4 you can return to the case and escalate it to eBay for them to force a refund.
If it’s been more than 30 days, eBay can no longer help you, and you’ll need to reach out to your payment source about doing a chargeback.
