Eligibility for the Ebay International Shipping program

I'm not new to Ebay, but am new to being a seller. Looking at the criteria to be eligible for the Ebay International Shipping program, I should be eligible but it doesn't come up as an option in my account settings. Am I missing something about the eligibility?
