Only the seller can cancel the transaction if they choose to do so.
As I stated earlier, the seller is required to ship to the address that YOU provided with your payment.

We cannot cancel your order, and buyers cannot cancel. Contact the seller and request the cancellation, but the seller is not obligated to do so.
The seller is required to ship to the address you provided Ebay at the time of purchase.
