edit shipping policy
When trying to change shipping methods to use a different service it wont let me. It says, "Policy with identical attributes already exists". Setting up how an item was to be shipped used to be so easy. This new way they have you select shipping is awful and completely not intuitive. It seems like every time I need to ship something i'll need to go delete a shipping method in the business policies section.
Can someone please tell me how to change shipping services easier?

That sounds frustrating.
It sounds like you are Opted-In to Business Policies. You can Opt-Out here:
The Opt-Out is in tiny writing on upper right.

Then you should be able to list your item as normal.
