eBay starts restricting your selling ability after you have been below standard for at least several months, not as soon as you go below standard. The restrictions get worse the longer you are below standard. You need to take action to improve your performance as soon as you go below standard. I understand reducing the number of items you can list, but I’m not sure I see the point in removing your ability to reduce prices (unless it is price increases they are trying to restrict).
I see that you can still put items on sale. Consider using the buy one get one x% off instead of a straight discount. This will help increase your number of items sold, which is what you need to get your defect rate below 2%. You can open the monthly breakdown on your dashboard to calculate what your sales need to be on the next evaluation, and the one after that, to get below 2%.

I have been an active seller for many years with excellent feedback. Sold 6 items in April despite my poor seller category. Was recorded one late shipping-but facts will show I issued the label within 10 hours, but post office shows the scan did not happen until after midnight. At this time, although my listing of 400 was listed as active until deleted, I see a daily drop in my listings to 75. Many of my listings are plates from early 1900's and Lenox vintage patterns and British sources like Royal Doulton. In the clothing listings, most men's sport jacket items are major brands and rarely returned cited 'did not fit'. I did cancel some sale items earlier this year because of covid-sick-rare in 20 years to do this. Seems to me that A-1 is running eBay. I did speak to a live agent who just read off my 'poor performance' sins. In one sale that was part of my poor performance cited from last year, the buyer claimed she never received the item, and I was forced to return her payment-BUT the reality is that she showed up at my door, and placed the Pilates bed in her car-I HELPED HER! We discussed price and I agreed to lower the price. Once she returned home, she claimed she never received the item by mail!
My more than 2000 sales and exceptional feedback seem to be forgotten.
I want to know whether I am now wasting my time. I have felt the pressure to have "sales" on almost all my items and in some cases I am selling items well below average prices.
ALL THIS AND I AM STILL PAYING MY MONTHLY SUBSCRIBER FEES. IS THIS LEGAL?

The late shipment does not cause you to be below standard, just as nice feedback does not keep you above standard. You go below standard for 2 reasons - seller cancelled transactions and unresolved cases.
I cannot tell you if you are wasting your time. We have certainly seen sellers get back to above standard, but if you did not take action before the restrictions started, it may be close to impossible. You need to look at your 12 month statistics and forecast where you will be in May. Then determine what sales you need to get below 2% defects, and decide if it is doable.
Have you tried cancelling your store subscription? I know you cannot subscribe to a store while below standard. I do not know if you cancel.
