eBay's nonexistent return policy

Question

I ordered two (2) eyebrow serums, totally over $210. I only received one serum. I contacted the seller about this. eBay told me I had to file a police report, which I DID! I honestly didn't get two serums! Now, I'm out $110. eBay provide ZERO explanation for this. Can anyone help me out? Is there someone I can talk to?
