Ebay's fraud reporting system STINKS!

Ebay's reporting system is TERRIBLE! I've wasted my time trying to reach them and won't take any action beyond this message.
I received 3 different orders for the exact same item on three different accounts, but all named Jim/James Brewster and all going to the same address. I messaged all three accounts with the same message, "not going to ship until you explain why 3 different accounts". This suggests fraud. I did NOT give a refund to the fraudster because I won't send money to a fraudster. So the orders are past due on shipping and I don't care. How do you like them apples.

It's likely guest accounts with 0 feedback.
If they pay, I ship. eBay will penalize if you don't ship.
Are these $15 items?

Mentor3 weeks ago@brucewatkinssupplyinc That's not fraud. The buyer used guest check out on 3 different orders so there's a new userid for each order.
You are going to hurt your account by not shipping and eBay will require you to refund the buyer. If eBay forces a refund you will get a Defect, 3 Defects will most likely put your account in Below Standard.
You must ship the itens separately , the orders can't be combined.
