eBay will not re-open a case after 1st appeal and a new piece of evidence of fraud
I've have been scammed buy an criminal indivual who uses the tactic of provoking the buyer protection service and somehow alters the return shipping label to cause a mis-delivery of returned merchandise. Who know what was actually in that returned box as it's destination address was altered to be delivered to somewhere else in my city. Package weight suggestes it was probably an empty box.. or may be a rock as it was less than 1/3rd the weight of the original box I shipped.
Anyways, I filed an appeal as soon as eBay decided to refund the buyer and I made several pleads to stop the refund and give me time to track down the mis-delivered package. eBay ignored all of my pleads and rejected the appeal almost instantly citing the delivery confirmation of the return package.
I presented a new evidence, from US Postal service internal package tracking report clearly showing that the return package was NOT address to me... street name and house number does not match, just the city and zip code but eBay support just told me that I only get 1 chance to apeal and decision is final. Further attempt to reach them has been unsuccessful and they are ignoring all my email. 0 response.
Sadly eBay does not have a customer support system where an agent owns the case. An email just goes to their group mail box, no case number to track, no way to contact the agent directly so no one is obligated to respond to my issue. Just keep ignoring untill customer get tired of it and bug off.. 0 accoutability.
As a long time seller and very long time share holder (since 2009) and no way to call and talk to someone. I feel so betrated by eBay. Is there any other option for me? or should I go pound the sand and blame it on my stupidity of selling stuff on ebay and being naive that eBay will protect me from scammers?

Contacting eBay via social media after you have collected your evidence might be more effective than trying to go through the ordinary customer service appeal process by phone or email.
