I was double charged for a pair of shoes that I was shipping. How do I get credit back from eBay or reach them to explain the situation

There is a reported issue with eBay labels now.

According to eBay employee:

We are aware and are working on a solution as many sellers have reported that when trying to purchase shipping labels, sellers are receiving an error and did not provide the label for the order but were charged to their PayPal account.
