This has nothing to do with your payment history. Sellers can require buyers to enter their payment details prior to making an offer or placing a bid on an auction. If their offer is accepted or they win the auction they are automatically charged. This is similar to having the immediate payment required option on buy it now listings.
If you don't want to give your payment information you will need to either message the seller to see if they will remove the requirement from their account or find a different seller.
