eBAY UNPAID POSTAGE

I've been going back and forth with UPS, USPS, and eBay for over a week and a half regarding two customer orders that have been marked as UNPAID POSTAGE by USPS.
Both orders were shipped using UPS Ground Saver. I was tracking both packages normally and saw that they had made it all the way to the recipients' states. At that point, I typically stop actively monitoring the tracking because I figure that if the packages have made it that far, there shouldn't be any reason for something to go wrong.
Unfortunately, I was wrong. One of the customers reached out to me days later asking for an update, which immediately confused me. I checked the tracking and saw that UPS had forwarded the packages to USPS for the final leg of delivery. That's when I noticed the status had changed to UNPAID POSTAGE.
It's now been over a week of going back and forth between all three parties. UPS tells me to contact USPS, USPS tells me to contact eBay/UPS, and eBay keeps redirecting me between the two carriers. I've had to explain the same situation over and over again, and I'm still no closer to getting a resolution.
What concerns me most is that I'm now under the impression that USPS may end up holding or seizing the packages because of the postage issue. I'm not even being given an option to pay the postage due on the packages to get them delivered and resolve the issue.
To make matters worse, I purchased the UPS shipping labels directly through eBay. Since UPS has already transferred both packages to USPS, UPS is telling me I'm unable to file a claim with them.
At this point, I'm stuck in the middle. I paid for the shipping, the packages were accepted by UPS and made it through the UPS network, and then they were transferred to USPS, where they were suddenly marked as UNPAID POSTAGE. I need someone to actually take ownership of this issue and help me determine where these packages are, what caused the postage issue, and how I can get them delivered to my customers without being forced to lose both the merchandise and the money.

If it were me I would contact the post office in the Buyer's zip code area, explain that you think they are holding your package because of the Postage due notation on your tracking history and that it was a UPS handoff to USPS.
Below is what I googled and they explained how it happens but also UPS tracking STOPS once it is handed off to USPS and that on your label there should be a related USPS tracking number.
