eBay unable to generate shipping label

Question

I am trying to ship a package to a customer in Puerto Rico. When I try to purchase the shipping label as I do on all of my other transactions, I get an error from eBay stating that they are unable to generate a shipping label. Anyone know how to fix this?

@alprie-91 eBay international standard envelope does not ship to any of the protectorates. You will need to cancel as problem with buyers address or just ship the card with postage stamps.

You need to block the protectorates in account settings OR at the listing level.

You can set up your shipping preferences and buyer requirements in account settings.
1. Exclude shipping locations https://www.ebay.com/ship/prf/excludeRegions

2. Block buyers whose primary shipping address is in a location I don't ship to AND block buyers with 2 or more unpaid in 12 months.
