eBay taking action
I moved and some of my item did not make it to the new location. So I refunded the money to buyer but eBay will not accept this and is telling me that they are going to take action and maybe stop me from selling. I can't get to anyone to explain my situation, so is there any way to take with an agent?

In a case like this, eBay looks at the numbers only and doesn't care about the reason, unfortunately.
Cancelling a sale for being out of stock is one of the major defects on a seller's account.
You need fewer than 2% of your transactions to have defects, which are
✓ Transactions you canceled for being out of stock
✓ Cases closed without seller resolution
The only solution is to increase the denominator - the number of sales
One way to do that is to find something inexpensive to sell and list it very inexpensively so you sell a number of them quickly. That will raise the denominator and thus lower the percentage of defects.
Example
4 defects/ 100 sales = 4%
4 defects/200 sales = 2%

If your rate of 'Item not as described' return requests is evaluated in your service metrics as Very High in the evaluation on the 20th of the month in one or more categories, you will be charged an additional 5% on the final value fees for sales in those categories in the following calendar month. Any additional final value fees will be calculated as a percentage of the total amount of the sale. eBay will indicate which listings are subject to additional fees on your Account Summary.
