Ebay Store redeem this quarters coupon for shipping supplies doesn't work

Question

Is anyone else having issues using their code to redeem for shipping supplies this quarter? I opened my store in Feb and used a code then, and I'm trying to use a code for this quarter. Is it by actual quarter or just every 3 months??

On the first day of each quarter of the year—January 1,
April 1, July 1, and October 1—Store subscribers can
receive a “one-time use only” Coupon on purchases
made from the eBay-branded shipping supplies store.

Here’s how much in savings you receive every three months:
Basic $25
Premium $50
Anchor $150
