If the item isn't delivered, you owe the buyer a refund. Apparently you didn't do this voluntarily, so eBay did it for you. This is what you agreed to when you became a seller.

-Does tracking show any movement on the package or is it stuck at a hub? What state is it stuck in?
-Did you insure the shipment through USPS?
-Did the Buyer file an Item not received claim? If so did you upload tracking to the claim?
-eBay has nothing to do with USPS shipping, they will however respond to a claim if a Buyer files one, which it sounds like they did.
