eBay Standard Delivery Issues
Anyone have suggestions on lack of trackingbakd Delivery notifications when using eBay Standard Delivery? Notice it gets scanned at my post office, and maybe in the neighborhood post office of recipient, but almost never upon Delivery. Does this hang up payment processing?

I think you mean ESE (eBay Standard Envelope) not Standard delivery.
The code used is basically Metered Mail, meaning it is NOT door to door tracking so it will only be shown to be delivered to the Post Office int he zip code the customer resides in. The code is like what you get on credit card or other bills in the mail. It's orientation is "fence" style as bar codes go and HAS TO BE SCANNED IN MOTION while moving past a scanner on a highspeed mail sorting machine.
The handheld scanners at Post Offices and that carriers use will NOT scan that code.
It is one of the reasons Sellers of collector cards have to refund a Buyer when they claim they never received their item and then file for reimbursement with eBay for the card value as outlined on this Help page: eBay standard envelope | eBay
