Ebay sent wrong payout amount on 2 items that I sold.

The thing is I only got 61% of my 90 day total, that does look right.

Your 90 day total is a gross amount. It includes the amount the buyer paid as shipping, but it doesn't deduct the cost of the labels you bought, or the amount of eBay fees, etc.
61% of the sales price + shipping seems close to right to me, but you need to look at the details as shown above to see what was deducted and why.

That sounds frustrating. I've never had an incorrect payout.
It isn't 1 payout per sale. It is a payout daily/weekly whatever.
Your "available funds" are a running total, so there may be other fees from other listings and sales intermingled. Each payout can cover multiple transactions.

From your gross sales (Price + Shipping, if any + Sales Tax) eBay will deduct
Sales Tax (remitted to the state)
Shipping labels
Final Value Fees FVF
Insertion fees (if any)
Promoted listing fees (if any)
Store Fees (if any)
etc.
