Mentor1 month agoThe current Form 1099-K federal thresholds (minimums) are two-fold:
Number of transactions: Two Hundred (200)
and
Number of dollars of gross earnings: Twenty Thousand ($20,000.00).
Those are the federal minimums for eBay's reporting to the IRS.
Some individual states have much lower minimums, some of which are as low as $600.00 in gross earnings with no minimum number of transactions.
Those minimums ($20,000 and 200 transactions) refer to what eBay must report to the IRS.
If you live in a state with a lower threshold and your eBay sales meet or exceed that threshold, eBay will report those earnings to your state's income tax authority and to the IRS.
You, as a federal income taxpayer, are generally expected to report all your gross earnings to the IRS on Form 1040.

Mentor1 month agoYou can sell and buy using one account. List your first item. ebay will eventually ask for your identification (driver's license/passport), SSN, checking account number with a brick & mortar bank.
You should report all income from selling on ebay. Depending on the state you live in, determines if a 1099 is issued. Some states have a lower threshold than the federal government.
