Ebay scam.. Is there a phone number for Ebay?
I was scammed on Ebay. Seller sent 5 oz. envelope for a large item with a tracking no. to same zip code to different address so it shows delivered. Ebay refused to refund! THEY DID NOT LOOK INTO THIS ENOUGH TO KNOW IT WAS NOT DELIVERED TO MY HOME. THAT IT WAS NOT BIG ENOUGH TO CONTAIN MY ITEM. DID NOT WEIGH NO WHERE NEAR ENOUGH TO BE WHAT I PURCHASED. BUT THEY DO NOT WANT TO REIMBURSE ME! Is there a phone number to call EBAY?

Mr_lincolns advice is great, but in order to get a note from a clerk or postmaster you have to be careful what you ask them to write or they may refuse to do that. Read the info below to get the best chance of getting a note on USPS stationary.
When you to go to your P.O., You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. If you can look up the Mfr.'s specifications for the item and bring that with you as well.
If the info does not match up, you ask the clerk or Postmaster to write a note on USPS stationary saying in general that the shipping label's address was not the same as the one on your ebay Order Details page, and if applicable that the package type/size/weight was not right for what you should have received. Do not ask them to write specific address or package info, they cannot give it out. Have the clerk or Postmaster print their name then sign and date the note.
If you photograph the note make sure it can be clearly read.
Some P.O. employees will not write a note for you, but you can go to another P.O. to get a note.

You are more than welcome ... this is a scam eBay has been working on for a long time but it is hard to fight before it happens. Checking a Seller's Feedback before purchasing is always recommended. Other Buyers will often leave comments that point to this and other issues with a Seller.

Unfortunately, you have fallen prey to the False tracking number scam. You filed a claim through eBay that you did not receive the item but since tracking showed it was delivered, they ruled against you.
You need to get a document from the Post Office stating that the package was not delivered to your address and then contact eBay with that information to prove delivery confirmation was to a different address than yours. Make sure you tell eBay it was a False tracking number scam.
We recently learned that many of the links we post to Request a call back are now simply forwarding members to eBay's Customer Service "How can we help you today?" page (link below). On that page members have to complete numerous choices before being given ways to be in direct contact with eBay. Depending on the subject, representative availability and other factors requesting a call back may or may not be possible. Chat or an email may be provided. If you get a Chat box Type “AGENT in the box. You can also contact eBay through Social Media if you have accounts there

If for some reason eBay does not refund you then you will have to pursue a dispute with your card company or PayPal. Just know that if you do that eBay will not support you at all if you run into issues with the dispute.
Make sure you report the Seller: Report an issue with a seller | eBay
