Ebay says they sent funds but i did not recieve them. Used 30 minute request. 16 hours later nothing

I used the 30 minute or less request funds. i have not received them and its been over 12 hours yet eBay says they were sent. Anyone else have this issue and how the heck do i get a live person at ebay!!?
