Ebay Run-around

I sold an item on April 15, 2026, and purchased two UPS shipping labels. I immediately cancelled the more expensive label as i found a cheaper rate. I received a refund for the cancelled label on April 25. My item was delivered to the buyer on April 20, 2026. On July 8, 2026, ebay charged my account for $37.44 for what they say was an adjustment due to excess weight as charged by UPS. The problem is (1) the additional charge was linked to the cancelled shipping label and (2) according to UPS, the charge was for a package with excess weight that was delivered June 26, 2026.
I have tried repeatedly to file a claim with ebay but have gotten nothing but the run-around. Each time i call , there is no record of my filing a claim or there has been no action taken. Part of the problem, it seems is that Ebay has a policy that they dont get involved with resolving issues for items purchased more 90 days ago. So i go to directly to UPS and they say that they dont have an account with me but rather they have an account with Ebay and that Ebay needs to contact them. It appears that since the issue only surfaced more than 90 days from the transaction sell date, Ebay seems unable or unwilling to advocate for me and to contact UPS to resolve this issue.
I am not a big-time seller but over the years, i have paid a hefty amount of fees. How do i get resolution?

Only eBay customer service can file the dispute since they are the UPS customer. I recommend contacting CS on social media to ask them to do this.
Please have ready screenshots of the refunded label so that UPS can learn that someone reused that label number.
