Ebay rep just told me that Trading Cards are not fully covered by Money Back Guaranteed Policy
So I have two items that I purchased based on tracking have not been mailed out. 1 of sellers, is currently getting flooded with negative feedback atm which makes me assume, I too will be SOL on the card. The expected delivery date on the card was yesterday. Forever reason for the two purchases in question I was never able to open a claim. So I called yesterday spoke to the rep, she acknowledge the issue, citing it maybe a technical one and opened a ticket (ticket # on hand). She advised I would hear back from someone shortly, no timeframe. I didn't hear back from anyone within 24 hrs so I called to follow up, the next rep I spoke to said Trading cards have limited protection and "assumed" that is why I can't file a claim, completely disregarding my prior dialogue with the previous rep . She later on said she will transfer me to an account specialist to see if there is restrictions on my account, the next rep was able to confirm that there wasn't and proceeded to tell me the reason I'm not covered is because I needed file a claim within 3 business days of the expected delivery date. Here is the issue, one of two purchases are within the "3 day" window he disclosed. After I explained that he quickly changed the reason to trading cards are not covered under the ebay Money Back Guaranteed, and continued to give me his assumptions with no course for resolution. In short he firmly told me and kept restating that my purchases are not covered because they're trading cards. Which I know is incorrect because I've been using ebay for years strictly for buying and selling cards.
I asked to speak to someone else or a supervisor who was more familiar with the subject matter, he literally said I can hang up and call back again. I asked him what about the ticket that was opened for me the other day. He advised he already documented it was resolved and explained to me why I am not covered. I argued nothing was resolved and at this point i got upset. He advised he cant reopen a ticket but there is a logjam so don't expect to hear back from anyone within 7 business days. Mid conversation, the line got "disconnected." Worst customer service ever.....

I am sorry you are getting conflicting answers and hang ups.
✓ Have you opened or tried to open an Item Not Received case?
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
✓ Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund
-- You have 30 days from the estimated delivery date to open a case)
✓ You can check the status of your case here:
https://www.ebay.com/help/ip?topicId=4667
The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund. If the seller doesn't respond after 72 hours, ask eBay to Step In. You must do this before 21 days after the case was opened.
~~~~~~~~~~~~~~~~~~~
✓ You only have 3 days to open a Return Request on an item that you received.
✓ Trading cards are generally covered by eBay’s Money Back Guarantee https://www.ebay.com/help/policies/ebay-money-back-guarantee-policy/ebay-money-back-guarantee-policy?id=4210
excluded are: Sports trading card case breaks, box breaks, and pack breaks sold by approved sellers.
