eBay removed thousands of my listings and limited my account, I delivered all my orders but they
they havent restore my account. it is limited still. there is 1 order that says buyer contacted his bank for refund, but i tried to refund/ cancel his order when he asked me to. is there a phone to reach ebay to ask to restore my listings? When my store has taken my many years and hours to take pics, to list items, to store items, these costs are my business and ebay just removed my listings without warning, so does that violate my civil rights, my endeavors, my due process? how to get my account and lisitings restored?

eBay is not a government entity or law enforcement. There is no due process, your only civil rights here would be equal treatment compared to other sellers. Your actions here are governed by the user agreement.
You can try asking customer service if the restriction will ever be removed, but I doubt that they can restore any of your listings.
To speak to customer service, use the link this page “have us call you†- https://www.ebay.com/help/eua?id=5275&mkevt=1&mkpid
If you don't see 'have us call you', click chat. Then type contact an agent.
