I don't know what kind of dispute the buyer opened, which limits my ability to help. Can you tell us more?
1) use eBay's social media customer service to get assistance
- https://www.facebook.com/ebay
Just sent a private message to the page explaining what happened.
If that's not helpful:
2) Report the buyer for misusing money back guarantee https://www.ebay.com/help/selling/resolving-buyer-issues/reporting-issue-buyer?id=4084
3) Appeal the case to eBay, provide new information,

Lastly, Block the Buyer https://www.ebay.com/bmgt/BuyerBlock

OP6 months agoThe buyer said they did not get the item but it was delivered and I have proof. EBay says they made a decision based on info they had from buyer but they didn’t check my tracking info that clearly showed it was delivered I truly think the issue is the buyer using a 3rd party shipping company but can’t say for certain with eBay closing the case and saying they are sticking with original decision and not telling me anything new I am stumped!

buyer using a 3rd party shipping company
The listing for the welder says it will be shipped USPS Ground Advantage.
- Did you ship another way?
- Did you organize the shipping or did the buyer?
- Did you add tracking to order immediately, or only after the case was opened?
- Did you use an 'integrated' shipping carrier?
(To protect yourself against "Item not received" claims filed through eBay Money Back Guarantee, you need to use a shipping carrier that is integrated with eBay. And upload the tracking number.)

If the buyer arranged shipping and then claimed they didn't get it, I would do the following
1) File a written police report with your police department. They won't investigate, but you want a copy of the report.
2) File an Internet Crime IC3.gov case https://www.ic3.gov/Home/ComplaintChoice
3) If USPS was the shipping company file an Postal inspector mail fraud https://www.uspis.gov/report
4) Appeal here and upload your documentation (items 1-3 above)
https://www.ebay.com/help/buying/-/appeal-outcome-case-buyer?id=4039
Should eBay rule against you, then you will use the documentation you gathered in case the buyer files a credit card chargeback.
I'm sorry that happened.
